Scott Noel is a graduate of Norwood High School and continued his education at the University of Cincinnati and Cincinnati State. He is a graduate of the Police Executive Leadership College, the National Tactical Officers Command School (Levels 1 & 2), the Great Lakes Leadership Program, and the Mid-West Leadership Institute.

Scott began his law enforcement career with the City of Madeira, where he achieved the rank of Lieutenant before joining the Blue Ash Police Department in 2001. During his tenure in Blue Ash, he served as a Field Training Officer, Detective, Sergeant, and Lieutenant, and was promoted to Chief of Police in 2017.

Chief Noel brings 15 years of SWAT experience and served as the Team Leader of Team 1 with the Hamilton County Special Weapons and Tactics Team. He has also contributed to state-level initiatives, serving on both the Governor’s Task Force for the Ohio Victims of Crime and the Distracted Driving Task Force.

Throughout his career, Chief Noel has been recognized for his excellence and service. He is a recipient of the Mothers Against Drunk Driving Top Cop Award and a two-time recipient of the Meritorious Award for Valor.

Following his retirement from the Blue Ash Police Department, Chief Noel was appointed as the Chief of Police for the Village of New Richmond, where he continues to lead with distinction.
