2025 was a year of transformation, growth, and renewed commitment to our mission: advancing professionalism in policing across Ohio. Partnerships like ours with the Ohio Attorney General’s Office continue to shape our reach and impact.
Thanks to your support, the Ohio Tactical Officers Association (OTOA) not only expanded access to life-saving training but also strengthened our capacity to lead, respond, and serve.

We are deeply grateful for every officer who trained with us, every partner who stood beside us, and every donor who helped make this work possible.

Our Mission

We equip all first responders with a tactical mindset and set the standard of professionalism through vital training and education. We are an independent nonprofit organization committed to elevating the performance of first responders by cultivating a community of like-minded professionals who serve with integrity and purpose.

Our Mission

FRONTLINELIFT was created to honor the service and sacrifice of law enforcement officers who are killed or gravely injured in the line of duty. In these devastating moments, families should not have to navigate the stress of travel or funeral logistics alone.

FRONTLINELIFT exists to ensure that immediate family members can be present—quickly, safely, and with dignity—when tragedy strikes.

What We Provide

We offer no-cost travel and lodging assistance for the families of fallen officers, working directly with the officer’s home agency. Our goal is to ease emotional and logistical burdens during one of the most difficult times in a family’s life.

  • Private or commercial air travel for eligible family members
  • Ground transportation in conjunction with air travel
  • Lodging accommodations during and immediately after funeral services

  • 403 FREE registrations — $161,200 value

Strategic Alignment: Statewide Priorities in Action

TPO Certification Program

The Ohio Tactical Officers Association is proud to deliver the Tactical Patrol Officer (TPO) Certification Program, developed and implemented in direct partnership with the Ohio Attorney General’s Office. This program equips patrol-level officers with enhanced tactical and decision-making skills that reflect both real-world demands and statewide law enforcement priorities.

This initiative directly addresses recommendations made in the Ohio Blue Ribbon Task Force on Law Enforcement Training and Education, reinforcing OTOA’s role as a solution-driven partner in elevating officer preparedness across the state.

Thanks to state-funded support, OTOA was able to offer TPO certification training at no cost to participating agencies, extending access to departments of all sizes and budgets — especially those most in need of advanced training resources.

Looking Ahead to 2026

We’re not slowing down. Our priorities include:

  • Phase II of the Tactical Patrol Officer (TPO) certification courses
  • Launching new leadership development programs
  • Expanding training access across Ohio
  • Strengthening partnerships with state and national agencies
  • Deepening internal governance and succession planning

2025 Financial Overview

In 2025, the Ohio Tactical Officers Association operated from a position of strength, thanks to key partnerships, sustainable programming, and mission-driven investments. Our partnership with the Ohio Attorney General’s Office and the success of our Annual Tactical Training Conference were central to both our program delivery and financial health.

  • 617 free training seats awarded across all programs (conference, symposium, and advanced training), valued at over $270,000
  • 3,953 officers trained through all training programs
  • Over 2,000 training hours delivered statewide
  • Families supported through the FRONTLINELIFT initiative

Our financial priorities remain clear: direct investment in first responder training and officer support. Through responsible stewardship and strong partnerships, we continue to grow our reach and readiness.
