School Safety Leadership Program

Jimmy Imoehl is the Emergency Management Lieutenant and SWAT Crisis Negotiation Team commander for the Madison, WI police department. He previously coordinated department-wide professional development training, including active threat response, and currently teaches Civilian Response to Active Shooter Events (CRASE) and Active Shooter Incident Management (ASIM) courses.

Jimmy served in the Navy Reserve for 14 years before leaving as a Senior Chief Petty Officer in an Emergency Preparedness Liaison Officer unit. He is currently a Ph.D. student exploring the role of leadership in adversarial crises.

Jon Drollinger is currently a Training Officer with the City of Madison Police Department in Wisconsin, bringing eighteen years of law enforcement experience. Jon spent around ten years of his career in patrol and has served in numerous roles throughout the department. These assignments include deploying as a grenadier for the special events team, a field training officer, and a narcotics undercover officer for approximately four years.

He has been an active member of the SWAT team for the last fourteen years. Jon is currently certified by MPD as a Master Instructor in Tactical Response, Scenario Instruction, and Instructor Development. Jon leads advanced training initiatives throughout the department, including Madison's Pre-Service Academy.

Over the last few years, Jon has been serving as the lead instructor for his department's Active Killer program. He's also a state-certified instructor in defense and arrest tactics, firearms, and professional communications. Jon holds a bachelor's degree in sociology from the University of Illinois.

Vince has lived in Barrow County since the mid-80s and graduated from Winder Barrow High School in 1997. He is married to Ginny and has three adult children, Natalie, Clayton, and Barrett.

He has completed the Georgia Law Enforcement Command College at Columbus State University and has over 4400 hours of continued education.

Captain Vince Henderson began his law enforcement career with the University of Georgia Police Department in 1999. Captain Henderson was promoted to the rank of Lieutenant while at the University of Georgia Police Department and was the team leader for the UGA PD SRT team.

He took a deputy's position with the Barrow County Sheriff's Office in 2005 and was promoted to Uniform Patrol Shift Lieutenant in 2007. After serving as a Lieutenant for seven years, he was promoted to Uniform Patrol Captain in June of 2014. He manages both Uniformed Patrol and the School Resource Officer units. He has also served as the Criminal Investigations Division Commander during his tenure.

Captain Henderson is a certified Instructor and holds specialized Instructor certifications in Firearms, Shotgun, Defensive Tactics, Brazilian Jiu Jitsu Instructor, DUI Detection, CPR, SWAT, Taser, and others. Captain Henderson is the Barrow County Sheriff's Office SWAT Commander.

Captain Henderson assisted with the planning, training, and implementation for the active killer and RTF response spanning two years prior to September 4th, 2024. He has recently been travelling to several conferences to speak about the preparation for and lessons learned from the active shooter incident at Apalachee High School.

Lieutenant Chandler is a lifelong resident of Barrow County. He graduated Winder-Barrow High School in May of 2003. Lieutenant Chandler has been employed with the Barrow County Sheriff's Office for 22 years.

Lieutenant Chandler was hired by the Barrow County Sheriff's Office as a Detention Officer in December of 2003 and graduated from the 197th session of the Northeast Georgia Police Academy in April of 2005.

In 2008, Lieutenant Chandler became a member of the Barrow County Sheriff's Office S.W.A.T. Team and currently holds a position as team leader and Instructor.

In June of 2021, Lieutenant Chandler was promoted to the rank of Lieutenant and assigned as the Training Coordinator for the Barrow County Sheriff's Office, a position he currently occupies.

Lieutenant Chandler is a certified Instructor and holds specialized Instructor Certifications in Firearms, Use of Force, Emergency Medical, Chemical Munitions, Distraction Devices, and Specialty Impact Munitions. Lieutenant Chandler also completed Taser Master Instructor School in 2025.

Lieutenant Chandler has developed and instructed Active Shooter training for the Sheriff's Office since 2009. He continues to work closely with the Fire Department and other agencies across the State to instruct and improve active shooter training and the implementation of Rescue Task Forces.

Brett Skinner is the Fire Chief for the Barrow County Fire Department in northeast Georgia. Brett was born and raised in Barrow County and began his fire service career with the department in 2005.

Throughout his career, he has served in a variety of operational and leadership roles, including promotion to Lieutenant in 2014, Captain/Training Officer in 2017, Deputy Chief of Operations in 2023, and Fire Chief in 2025.

Brett holds a Bachelor of Science in Fire Administration from Columbia Southern University and is a Georgia Certified Fire Chief, Advanced Certified Emergency Manager, Nationally Registered Paramedic, Georgia EMS Instructor, POST Advanced Instructor, Fire Instructor II, and Firefighter II.

His background includes extensive experience in active threat response, tactical emergency medical support, and Rescue Task Force operations.

On September 4, 2024, Brett served as the Fire/EMS Incident Commander during the Apalachee High School active shooter incident in Winder, Georgia. Working within a Unified Command structure alongside law enforcement leaders, he directed fire and EMS operations during one of Georgia's most significant active violence events.

Today, Brett continues to focus on preparing responders for high-risk, low-frequency events through training, leadership development, and strengthening partnerships between fire, EMS, law enforcement, and emergency management agencies.

Captain John Rivers has served with the Barrow County Fire Department since September 2015 and currently serves as the department's Training Officer.

Prior to his fire service career, Captain Rivers served in the Georgia Army National Guard as a Combat Medic and deployed to Afghanistan in support of Operation Enduring Freedom. During his military service, he was awarded the Purple Heart and Combat Medic Badge.

Captain Rivers began his career with the Barrow County Fire Department as a Firefighter/Paramedic and has served in a variety of operational and leadership assignments throughout his tenure.

In addition to his training responsibilities, Captain Rivers serves as the department's Public Information Officer and participates in numerous county and regional committees focused on emergency services, healthcare coordination, and public safety planning.

Throughout his career, Captain Rivers has been actively involved in active threat response training, Rescue Task Force implementation, and multidisciplinary exercises involving fire, EMS, law enforcement, schools, and healthcare partners.

He continues to collaborate with local, regional, and state partners to improve interagency coordination, enhance responder capabilities, and advance best practices in active threat preparedness and response.
