Critical Incident Debriefs
A school-based mass casualty attack at Apalachee High School in Winder, Georgia, left 4 people dead and 9 injured. School staff and law enforcement moved quickly to secure the campus, deliver emergency medical care, and evacuate students and faculty.
The response required unified coordination among school officials, law enforcement, fire/EMS, emergency management, and state and federal partners, highlighting the importance of preparedness, rapid intervention, casualty management, family reunification, and long-term recovery.
2024 Abundant Life Christian School Shooting – Madison, WIA mass shooting at Abundant Life Christian School in Madison, Wisconsin, resulted in 3 deaths, including the 15-year-old shooter, and 6 injuries. School staff and first responders rapidly secured the campus, treated victims, and coordinated student reunification.
The incident underscored the need for unified command across school officials, law enforcement, fire/EMS, communications, emergency management, and investigative partners, with key lessons in public information, casualty management, family reunification, and community recovery.
2011 Norway Attacks – Oslo, Norway and Utøya Island, NorwayOn July 22, 2011, Norway experienced two coordinated terrorist attacks. The attacker first detonated a vehicle-borne improvised explosive device in Oslo's government district, killing 8 people and causing widespread damage, then traveled to Utøya Island and carried out a mass shooting at a youth summer camp. The attacks killed 77 people and injured more than 300.
The response required an unprecedented national effort involving law enforcement, EMS, fire and rescue, military support, emergency communications, government agencies, and healthcare systems, underscoring the importance of multi-site incident management, interagency coordination, mass casualty response, crisis communications, intelligence sharing, and long-term recovery.
