2024 Abundant Life Christian School Shooting

Madison, Wisconsin · December 16, 2024

On December 16, 2024, a mass shooting occurred at Abundant Life Christian School in Madison, Wisconsin. The attack resulted in 3 deaths, including the 15-year-old student who carried out the shooting, and 6 other people were injured, with several suffering critical injuries. School staff and first responders acted quickly to secure the campus, provide emergency medical care, and reunite students with their families. The shooter died from a self-inflicted gunshot wound before being taken into custody.

The incident required a coordinated response involving school officials, local law enforcement, fire and EMS, emergency communications, emergency management, and state and federal investigative partners. Responders managed an active-threat incident, established unified command, conducted victim triage and transport, coordinated family reunification, and supported the criminal investigation and the long-term recovery of the school community.

Jimmy Imoehl is the Emergency Management Lieutenant and SWAT Crisis Negotiation Team commander for the Madison, WI police department. He previously coordinated department-wide professional development training, including active threat response, and currently teaches Civilian Response to Active Shooter Events (CRASE) and Active Shooter Incident Management (ASIM) courses.

Jimmy served in the Navy Reserve for 14 years before leaving as a Senior Chief Petty Officer in an Emergency Preparedness Liaison Officer unit. He is currently a Ph.D. student exploring the role of leadership in adversarial crises.

Jon Drollinger is currently a Training Officer with the City of Madison Police Department in Wisconsin, bringing eighteen years of law enforcement experience. Jon spent around ten years of his career in patrol, and has served in numerous roles throughout the department. These assignments include deploying as a grenadier for the special events team, a field training officer, and a narcotics undercover officer for approximately four years.

He has been an active member of the SWAT team for the last fourteen years. Jon is currently certified by MPD as a Master Instructor in Tactical Response, Scenario Instruction, and Instructor Development. Jon leads advanced training initiatives throughout the department, including Madison's Pre-Service Academy.

Over the last few years, Jon has been serving as the lead instructor for his department's Active Killer program. He's also a state-certified instructor in defense and arrest tactics, firearms, and professional communications. Jon holds a bachelor's degree in sociology from the University of Illinois.

2024 Apalachee High School Shooting

Apalachee, Georgia · September 4, 2024

On September 4, 2024, a mass shooting occurred at Apalachee High School in Winder, Georgia. The attack resulted in 4 people killed—2 students and 2 teachers—and 9 others injured. School staff and law enforcement responded rapidly to secure the campus, provide emergency medical care, and evacuate students and faculty. The suspect, a 14-year-old student, was taken into custody at the scene and later charged with multiple counts of murder and other related offenses.

The incident required a coordinated response involving school officials, local law enforcement, fire and EMS, emergency management, state agencies, and federal partners. Responders managed an active-threat incident, established unified command, conducted victim triage and transport, coordinated family reunification, and supported the investigation and long-term recovery of the school community.

Uniform Patrol Captain, SWAT Commander, and longtime public safety instructor who helped plan and implement active-killer and Rescue Task Force response before the Apalachee incident.

Vince has lived in Barrow County since the mid-80s and graduated from Winder Barrow High School in 1997. He is married to Ginny and has three adult children, Natalie, Clayton, and Barrett.

He has completed the Georgia Law Enforcement Command College at Columbus State University and has over 4400 hours of continued education.

Captain Vince Henderson began his law enforcement career with the University of Georgia Police Department in 1999. Captain Henderson was promoted to the rank of Lieutenant while at the University of Georgia Police Department and was the team leader for the UGA PD SRT team.

He took a deputy's position with the Barrow County Sheriff's Office in 2005 and was promoted to Uniform Patrol Shift Lieutenant in 2007. After serving as a Lieutenant for seven years, he was promoted to Uniform Patrol Captain in June of 2014. He manages both Uniformed Patrol and the School Resource Officer units. He has also served as the Criminal Investigations Division Commander during his tenure.

Captain Henderson is a certified Instructor and holds specialized Instructor certifications in Firearms, Shotgun, Defensive Tactics, Brazilian Jiu Jitsu Instructor (State and private), DUI Detection, CPR, SWAT, Taser, and others. Captain Henderson is the Barrow County Sheriff's Office SWAT Commander.

The Barrow County Sheriff's Office SWAT Team has been identified as a regional team by the Georgia Bureau of Investigation and has assisted numerous other agencies in concurrent jurisdictions with training and emergency operations.

Captain Henderson has received several awards during his career, such as Officer of the Year, Supervisor of the Year, and a Purple Heart Award, to name a few. Captain Henderson is dedicated to the citizens and visitors of Barrow County and strives daily to promote the Sheriff's goals for a professional and ethical Office and a safe and secure community.

Captain Henderson assisted with the planning, training, and implementation for the active killer and RTF response spanning two years prior to September 4th, 2024. He has recently been travelling to several conferences to speak about the preparation for and lessons learned from the active shooter incident at Apalachee High School.

Lieutenant Chandler is a lifelong resident of Barrow County. He graduated Winder-Barrow High School in May of 2003. Lieutenant Chandler has been employed with the Barrow County Sheriff's Office for 22 years. Lieutenant Chandler has been married to his wife Mandy for 18 years and they have two children, Audrey and Ethan.

Lieutenant Chandler obtained the rank of Eagle Scout with the Boy Scouts of America in 1999. In 2000, Lieutenant Chandler became an Explorer in the Barrow County Sheriff's Office Explorer Post 747. Lieutenant Chandler was hired by the Barrow County Sheriff's Office as a Detention Officer in December of 2003.

Lieutenant Chandler graduated from the 197th session of the Northeast Georgia Police Academy (GPSTC – Athens), in April of 2005. Upon returning to the Sheriff's Office as a Deputy Sheriff, Lieutenant Chandler was assigned to the Court Services Division, Uniformed Patrol Division, and the School Resource Officer Division.

In 2008, Lieutenant Chandler became a member of the Barrow County Sheriff's Office S.W.A.T. Team and currently holds a position as team leader and Instructor.

In 2014, Lieutenant Chandler was promoted to Investigator. He was assigned to Property Crimes, then transferred to Crimes against Persons for the remaining six years of his time as an Investigator. In June of 2021, Lieutenant Chandler was promoted to the rank of Lieutenant and assigned as the Training Coordinator for the Barrow County Sheriff's Office, a position he currently occupies.

Lieutenant Chandler is a certified Instructor and holds specialized Instructor Certifications in Firearms, Use of Force, Emergency Medical, Chemical Munitions, Distraction Devices, and Specialty Impact Munitions. Lieutenant Chandler also completed Taser Master Instructor School in 2025.

Lieutenant Chandler has developed and instructed Active Shooter training for the Sheriff's Office since 2009. Lieutenant Chandler has been fortunate to work with the Barrow County Fire Department and other Instructors with the Sheriff's Office to create training events prior to the shooting at Apalachee High School.

Lieutenant Chandler continues to work closely with the Fire Department and other agencies across the State to instruct and improve on active shooter training and the implementation of Rescue Task Forces.

Chief Brett Skinner

Brett Skinner is the Fire Chief for the Barrow County Fire Department in northeast Georgia. Brett was born and raised in Barrow County and began his fire service career with the department in 2005.

Throughout his career, he has served in a variety of operational and leadership roles, including promotion to Lieutenant in 2014, Captain/Training Officer in 2017, Deputy Chief of Operations in 2023, and Fire Chief in 2025.

Brett holds a Bachelor of Science in Fire Administration from Columbia Southern University and is a Georgia Certified Fire Chief, Advanced Certified Emergency Manager, Nationally Registered Paramedic, Georgia EMS Instructor, POST Advanced Instructor, Fire Instructor II, and Firefighter II.

His background includes extensive experience in active threat response, tactical emergency medical support, and Rescue Task Force operations. Brett has been involved in Tactical EMS and law enforcement medical support since 2016 and has participated in the development, training, and implementation of Rescue Task Force programs designed to rapidly integrate fire, EMS, and law enforcement personnel during active violence incidents.

He has trained extensively in unified command, warm-zone operations, casualty collection point management, tactical casualty care, and multi-agency response coordination.

On September 4, 2024, Brett served as the Fire/EMS Incident Commander during the Apalachee High School active shooter incident in Winder, Georgia. Working within a Unified Command structure alongside law enforcement leaders, he directed fire and EMS operations during one of Georgia's most significant active violence events.

His experience that day reinforced the critical importance of interagency planning, Rescue Task Force training, communication, and coordinated incident command.

Today, Brett continues to focus on preparing responders for high-risk, low-frequency events through training, leadership development, and strengthening partnerships between fire, EMS, law enforcement, and emergency management agencies. His presentations draw from both operational experience and lessons learned from real-world incidents, providing practical insights for public safety professionals tasked with preparing their communities for complex emergencies.

Captain John Rivers

Captain John Rivers has served with the Barrow County Fire Department since September 2015 and currently serves as the department's Training Officer. In this role, he oversees firefighter and emergency medical training programs, recruit development, professional education, promotional processes, and department-wide training initiatives designed to enhance operational readiness and public safety.

Prior to his fire service career, Captain Rivers served in the Georgia Army National Guard as a Combat Medic and deployed to Afghanistan in support of Operation Enduring Freedom. During his military service, he was awarded the Purple Heart and Combat Medic Badge. Following injuries sustained during deployment, he was medically retired from military service in 2014.

Captain Rivers began his career with the Barrow County Fire Department as a Firefighter/Paramedic and has served in a variety of operational and leadership assignments throughout his tenure. He was promoted to Lieutenant in 2022 and later to Captain, where he assumed responsibility for the department's Training Division.

In addition to his training responsibilities, Captain Rivers serves as the department's Public Information Officer and participates in numerous county and regional committees focused on emergency services, healthcare coordination, and public safety planning.

Captain Rivers earned a Bachelor of Science in Fire Administration from Columbia Southern University and is currently pursuing a Master of Public Administration degree at the University of Georgia.

He holds certifications as a Fire Officer IV, Fire Instructor II, Live Fire Instructor, and Paramedic, as well as numerous additional emergency services and emergency management credentials.

Throughout his career, Captain Rivers has been actively involved in active threat response training, Rescue Task Force implementation, and multidisciplinary exercises involving fire, EMS, law enforcement, schools, and healthcare partners.

He has worked closely with the Barrow County Sheriff's Office and other public safety agencies to develop and deliver training focused on coordinated active shooter response, casualty care, and Rescue Task Force operations. Captain Rivers continues to collaborate with local, regional, and state partners to improve interagency coordination, enhance responder capabilities, and advance best practices in active threat preparedness and response.

2021 San Jose VTA Shooting

San Jose, California · May 26, 2021

On May 26, 2021, a mass shooting occurred at the Santa Clara Valley Transportation Authority (VTA) Guadalupe Division railyard in San José, California. An employee opened fire during an early morning shift meeting, killing 9 coworkers and injuring 1 other employee before taking his own life as law enforcement officers arrived on scene.

The incident required a coordinated response involving local law enforcement, fire and EMS, emergency communications, emergency management, federal investigative agencies, and transit officials. Responders secured the active-threat scene, provided lifesaving medical care, coordinated victim transport, managed a large and complex crime scene, conducted employee accountability and family reunification efforts, and supported the long-term recovery of the workforce and community.

Retired 28-year San Jose Police veteran with extensive SWAT, active-shooter, training, sniper, and explosive-breaching experience.

Chris retired after 28 years with the San Jose Police Department in California. He spent a large portion of his career in San Jose's Special Operations Division with two tours on their full-time SWAT team as an officer and supervisor.

He also was collateral on the team as a Sniper and explosive breacher while working in other units. He finished his career as the supervisor of the department's training unit where he oversaw the training development for their active shooter program in cooperation with the fire department.

He was involved in two active shooter events, the Gilroy Garlic Festival shooting and the VTA yard. He is currently a Captain and training manager with NASA Protective Services at Ames Research Center and a critical incident management instructor for Third Degree Communications.

2021 Indianapolis FedEx Shooting

Indianapolis, Indiana · April 15, 2021

On April 15, 2021, a mass shooting occurred at the FedEx Ground Operations Center in Indianapolis, Indiana. The gunman opened fire in the employee parking area and facility during a late-night shift change, killing 8 people and injuring 5 others before taking his own life. Responding law enforcement officers quickly secured the scene, allowing fire and EMS personnel to begin lifesaving medical care and victim evacuation.

The incident required a coordinated response involving local law enforcement, fire and EMS, emergency communications, emergency management, federal investigative agencies, and FedEx officials. Responders managed an active-threat incident, established unified command, coordinated casualty triage and transport, secured a large industrial crime scene, supported family reunification, and conducted an extensive criminal investigation while assisting with long-term recovery efforts.

Chief Tom Sellas

Chief Tom Sellas

32-year law enforcement veteran with extensive SWAT, special operations, homeland security, emergency management, and major-event incident command experience.

Tom Sellas is a 32-year law enforcement officer veteran with the Indianapolis Metropolitan Police Department. Most of his career was in special operations, K9, bomb squad, and 25 years as a SWAT officer, with 9 of those years as the commander of the SWAT team.

He was appointed to the rank of Commander over the Homeland Security Bureau (HSB) where Sellas oversaw all the specialty units, county emergency management, and the criminal intelligence unit.

Some of Chief Sellas's experiences include co-chair for the tactical subcommittee during Super Bowl XLVI. He was the incident commander for a variety of special events, the Indianapolis 500, the entire NCAA basketball tournament during the COVID pandemic, Big Ten Football championships, and the incident commander for the 2020 civil unrest.

Currently, Sellas is the Chief of the Metropolitan Emergency Services agency for the County.
