The OTOA does not teach one specific “Tactic.” The OTOA instructors teach “Principles.”
- The OTOA response protocols are built around basic principles.
- Violation of basic principles develops into poor tactics.
- The applications of fundamental principles lead to safer tactics.
The OTOA's Sniper Team Leader course is an advanced 2-day class designed for current sniper team leaders and snipers aspiring to become team leaders. This course will cover sustainment, training, documentation, gear selection, and effectively showcasing your sniper team's capabilities for various missions.
The curriculum includes:
- The Police Sniper's mission
- Selection process for potential snipers
- Training programs
- Pre-planned operations planning
Completion of Basic Sniper School is a prerequisite for this advanced class
Class starts at 8:00 AM, and the training days are eight hours long.
DAY 1
0800-0830: Introductions
0830-0900: Sniper TL Responsibilities/overwatch
0900-0910: Break
0910-0945: Sniper TL Selection Process
0945-1015: Sniper Training and Documentation
1015-1025: Break
1025-1100: Mils and MOA review
1100-1200: Google Earth Pro/Mapping
1200-1330: Working Lunch/ site recon
1330-1600: Complete workup with Google Earth Pro, multiple sniper positions mapped.
1600-1630: Assign Drills to students who will be instructed on the range
Day 2
0800-0830: OTOA Qual (1/2 MOA Sniper coin opportunity)
0830-1100: Drills explained and instructed by students
1100-1130: Lunch
1130-1330: Continue with drills instructed by students
1330-1500: Additional range drills

1500-1600: Students will document the training from the class, which will be reviewed by the instructors for accuracy and relevance for accurate training documentation.

EQUIPMENT LIST
- A laptop with Google Earth Pro must be downloaded before class on Monday. (It is a free download.)
- Smartphone - Android or iOS
- Note-taking material
- All sniper gear, a precision rifle (capable of 1 MOA accuracy, pre-zeroed at 100 yards BEFORE class), and *50 rounds of match-grade ammunition.
*(Note: You will not use all 50 rounds during the course; this is a high-side estimate.)
- NO GREEN TIP, ARMOR PIERCING, OR STEEL CORE AMMO
- Tripod with shooting rest
- Clear eye protection – mandatory
- Hearing protection – mandatory
- Ball cap – mandatory
- Pen and notebook – mandatory
- Water and food – mandatory - NO MEALS PROVIDED
- Binoculars, spotting scope
- Weapons cleaning supplies
- Databook, Data PDA, Data Computer, or Data Phone app
- Sunglasses, Bug spray, and sunblock - recommended
- Inclement weather gear for both cold and wet weather - recommended

The course cost does not include ammunition, lodging, transportation, and food.

Any tactic, technique, or technology covered at any OTOA advanced training or annual training conference MUST be applied in compliance with the United States Constitution, the Ohio Revised Code, and the rules and regulations of an attendee’s employing law enforcement agency.
