Mission Objectives for Region and County Representatives

THE MISSION OF THE REGIONAL AND COUNTY REPRESENTATIVE IS TO FURTHER THE GOALS & OBJECTIVES OF THE OTOA.

The objectives of the OTOA Region & County Representative is to coordinate with the Vice President and Director of Regional Representatives in the following tasks and responsibilities:
Identify tactical teams within their respective region and document the following:

  • Name of tactical team.
  • Team Commander name, cell phone and email.
  • Tactical team primary contact name, cell phone and email.
  • Team composition.

Identify Police Departments and Sheriff Offices within their respective region and document the following:

  • Name of Police Department or Sheriff’s Office.
  • Agency primary contact name, office phone number and email address
  • Mailing address for the Police Department or Sheriff’s Office.

Identify correctional facilities and jails within their respective region and document the following:

  • Name of correctional facility or jail
  • Correctional facility or jail primary contact name, office phone number and email address
  • Mailing address for the correctional facility or jail.

Chain of Command

The OTOA Region & County Representatives will be under the direct supervision of the OTOA Vice President and Director of Region and County Representatives.

Encourage and solicit membership renewals and or initiate members into the OTOA.

If OTOA Region or County Representative recognize someone who would make a good County Rep, contact the OTOA Vice President or Director of Region and County Representatives with their contact info, for approval and appointment.

Support the publication of the OTOA Operator Magazine.

  • The publication of the Operator magazine is a large undertaking.
  • The Operator Magazine will be produced once annually.
  • Each Region will be responsible for a minimum of one (1) article per publication. 
  • Assist the Association by soliciting advertisements and articles for the Association’s publication.
  • Solicit capable individuals within the membership and/or first responder community to write and submit articles on tactical team profiles, current, relevant and appropriate issues for the first responder.
  • Solicit local vendor companies to advertise in the Operator magazine, OTOA website, OTOA newsletters, OTOA Mobile app and other OTOA social media outlets.
  • Direct potential advertisers to the OTOA website and convey the relevant information of the potential advertiser to the OTOA Director of Conference and Exhibitions by means of written correspondence – email.

Promptly notify the OTOA Secretary with changes in the following: email address, cell phone, home address, place of employment and any relevant information that could affect your OTOA staff status or the status of another OTOA staff member.

Assist the Director of Training with the organization and implementation of training programs in his or her region.

  • Solicit agencies within the region to ascertain training deficiencies within the region.
  • Locate training venues within the region – classrooms, live-fire ranges, buildings/structures, etc., that can be used for various training exercises.
  • Document the contact name, email and cell phone for the training venue(s)
  • Document any applicable fee associated with training venues.
  • Establish and sustain contact and rapport with identified training venues.
  • Coordinate the region’s training and information sharing with the Director of Training.
  • Sponsor a minimum of One (1) OTOA Sponsored training events annually.

Ascertain training deficiencies within the region and coordinate one (1) training event with the OTOA Training Operations Manager.

Training within the regions is a collaborative effort between the OTOA Region & County Representative, OTOA Training Manager and supervised by the OTOA Training Director.

Disseminate current OTOA news and OTOA training opportunities within the region by means of the following:

  • LEADS teletypes
  • Email
  • Phone calls
  • Mailings
  • Personal appearances and conversations

Perform any other duties as assigned by the President / Executive Director or the Board of Directors.

Coordinate an annual Commanders / Team Leader Information Sharing Summit.

  • The Commanders / Team Leader Information Sharing Summit is an opportunity for the OTOA Regional Representative to spread the word about the OTOA annual Training Conference and Non-Conference Training events.
  • With a budget established by the OTOA President and OTOA Treasurer, the OTOA Regional Representative will set the stage for local agencies to network with Police Chiefs, Sheriff’s Tactical Team Commanders, team leaders and supervisors in a one day training summit focused on information sharing.
  • The annual Commanders / Team Leader Information Sharing Summit budget will be used to rent a facility to hold the summit (if one cannot be located gratis) and to provide lunch to the attendees.
  • Topics to be discussed during the annual Commanders / Team Leader Information Sharing Summit: Critical Incident Debriefings of team activations or police related responses to events that occurred within the region. Discussions on training deficiencies, equipment needs, response philosophies, etc.

It is the sole responsibility of the OTOA Region & County Representatives to organize, facilitate and carry out all pre and post Commanders / Team Leader Information Sharing Summit duties, including but not limited to:

  • Securing a suitable venue capable of accommodating the meeting, lunch and presentations therein.
  • Coordinate the food and beverage capabilities for the Commanders / Team Leader Information Sharing Summit.
  • Prepare and present a proposal to the President / Executive Director and obtain approval for the expenditure of association funds a MINIMUM of 45 days before the event.
    Handle all invitations to the event; follow up correspondence and event clean up.
  • Any other tasks not mentioned above to make the Commanders / Team Leader Summit successful.
